COUNCIL MEETING MINUTES
January 6, 2014 Meeting
CALL TO ORDER: The meeting was called to order immediately after the Reorganization Meeting.
ROLL CALL: Stagliano, Mann, Keenan, Tulio, Rees, Braun, Kernen
Also present were Borough Manager Geoff Thompson, Police Chief Bart Bucher, Mike Taggert, Borough Engineer, Marjorie Brown, Borough Solicitor, Mayor Stagliano and Junior Council Person Margaret Cavanaugh.
APPROVAL OF MINUTES:
MOTION by Mr. Mann to approve the December 4, 2013 meeting minutes and December 30, 2013 Special Meeting minutes; seconded by Mr. Braun. Motion carries 7-0..
Streets, Roads, Lighting Committee: Mr. Mann noted that the snow removal and salting of streets has been very good.
MOTION by Mr. Mann to approve check numbers 10212 through and including 10285, along with transfers, as listed; seconded by Ms. Tulio. Motion carries 7-0.
Mr. Mann reported that the beginning balance in the General Fund Checking was $57,754.68, deposits/credits $527,050.96, disbursements $466.693.95 including transfers, leaving an ending balance of $118,111.67. Total funds available in all accounts are $714,807.11.
MOTION by Mr. Mann to approve the Treasurer’s Report; seconded by Mr. Rees. Motion carries 7-0.
CTMA/PUBLIC WORKS: Mr. Keenan reported that the CTMA meeting was held 12/17/13. CTMA and Public Works did everything they needed to do to make the merger happen. It did not happen. Mr. Mann noted that the meeting dates were advertised for 2014. The meetings will be the third Wednesday of every month at the Trappe Municipal Building for 2014.
Planning Commission: No Report.
CPVRPC: No Report.
Parks Committee: No Report.
Public Safety Committee: Ms. Tulio reported that the ongoing meetings are being held for the Police Negotiations. The next Public Safety Committee meeting will be held 2/12/14 at 7:00 PM at Borough Hall.
Facilities Committee: No Report.
Personnel Committee: No Report.
Business Liaison Committee: No Report.
CEDC Activities: Report on file. Rachael Morrison gave the report.
Engineer: Mr. Taggert reported that there were two meeting this past month. One was Transfleet Concrete and the other was the Collegeville Flag property.
Solicitor: Solicitor Brown reported that Ordinance No. 566 and Ordinance No. 567 was prepared.
Manager / Zoning Officer: Mr. Thompson reported that the Borough will be having Christmas tree collection this Saturday.
Police: Report on file.
Fire: Report on file. Gary Sassaman gave the report. Collegeville Fire Company presented a plaque of appreciation to Borough Council . Ms. Tulio accepted the plaque.
Ambulance Report: No Report.
Jr. Council Member Report: Maggie gave a report of upcoming activities at Perkiomen Valley High School.
Mayor: No Report.
MOTION by Mr. Mann to approve the Committee and Administrative Reports; seconded by Mr. Rees. Motion carries 7-0.
Kelly Taylor, Chestnut Street – Mrs. Taylor stated that the residents of Chestnut Street are very concerned about the possibility of apartments going into the former flag factory. Mrs. Taylor also had some questions regarding the ordinance pertaining to dumpsters. Are dumpsters supposed to be enclosed? The property owner moved the dumpster right up against the property line.
Consideration of Advertising Ordinance No. 566, Accepting Dedication of Claymont Drive –
MOTION by Mr. Mann to authorize advertising Ordinance No. 566, Accepting Dedication of Claymont Drive; seconded by Ms. Kernen. Motion carries 7-0.
Consideration of Advertising Ordinance No. 567, Requiring Professional Services Agreements for Land Development Applicants –
MOTION by Mr. Mann to authorize advertising Ordinance No. 567, Requiring Professional Services Agreements for Land Development Applicants; seconded by Mr. Keenan. Motion carries 7-0.
Consideration of Advertising Ordinance No. 568, Revised MS4 Storm Water Management Ordinance –
MOTION by Mr. Mann to authorize advertising Ordinance No. 568, Revised MS4 Storm Water Management Ordinance after the Planning Commission in March; seconded by Mr. Keenan. Motion carries 7-0.
OTHER BUSINESS – The Borough will not be able to give CEDC the second $10,000.00 this year. We will need to be careful next year also. It was felt that after so many years the CEDC should be self-sustaining for $130,000.00 in taxpayer dollars.
Mr. Mann stated that the budget was voted and passed, shouldn’t it be a Council vote to make that decision? Ms. Kernen asked whether this is the wish of the entire Borough Council that the money not be given out or just a few individuals? When will the question be brought up?
COMMENTS FOR THE GOOD OF COUNCIL – Mrs. Stagliano welcomed Ms. Kernen to Borough Council.
